The Foal Fund is the NTRA's voluntary funding program designed to include owners and breeders in the association's effort to make a difference in Washington. Contributions to The Foal Fun enable the NTRA's legislative team to represent horse racing on Capitol Hill.  Issues facing the industry include Internet gaming protections, pari-mutuel winnings withholding laws, equine sales taxation, unwanted horses and immigration.
